We have spoken to someone from an AIDS prevention NGO in China and there are generally two types of AIDS Prevention Campaign:

Education – given our time allowance we are not going to attempt this one!

Behavioural Change – this is where people have an awareness that they should be using a condom to prevent the spread of AIDS, but they still have unprotected sex anyway (often a trait of those living in the city where the educational information is plentiful). The challenge here is to change behaviours to that of using a condom when people have sex. We asked our expert if we’re likely to be able to make a difference? Or if we would be arrogant in trying? She said that as travelling has a ‘cool’ stigma attached and that we’re travelling in tuxedo’s etc… we might be able to have an influence on a younger crowd; therefore we will be looking to do our campaign inside the nightclubs of whichever country you nominate for us to do this. We will look to hand out condoms and some information encouraging their use, but most importantly to try and make it seem ‘cool to use a condom’.

I think that one of the "stan's" is probably more in need on AIDS awareness, but culturally that might be embarassing/inappropriate for them to deal with (in India too) where sex-subjects may take on a more personal-touchy nature. I say, feel it out!
Also, I think that a great way to do it, would be to pin condoms all over your tuxedos and go clubbing!! But don't pierce the condoms, as that would, obviously, miss the point! ;p!
